Tokuva's organisation module establishes the tenant, company, branch and site hierarchy. Departments are modelled as a matrix: the reporting parent and the physical location are separate fields. User-company scope is the foundation of multi-company isolation.

Why departments need a matrix
A department answers two different questions: who it reports to and where it sits. Modelled as one field, payroll lands at the wrong site and cost at the wrong centre. Tokuva keeps them apart, and a parent department must belong to the same company and cannot be itself.
